Controls
Arrow keys/WASD - Drive
Space - Handbrake
Left Shift - Boost
1,2 - Lights
Q,E - Open/Close parking gates
On the main menu you can explore the environment by,
Dragging with the right mouse button.
W, A, S, D, Q, E.
((Ctrl -) if the game is zoomed in or doesn't fit the screen )

It should work. But it is slightly slow with 8GB.

How do you get vehicles?
At the starting screen there are vehicles. You can like select vehicles from there
